Who can adopt a child in Kentucky?
Adoptions may be started by blood relatives, by a step-parent or by placement of the child with non-relatives by the court or the Cabinet for Health and Family Services.
Adoptions can be contested or uncontested. Whichever side you are on, the termination of parental rights and adoption must go through the courts, even if you have everyone's consent. In a contested case you need a lawyer experienced in either terminating or preserving a parent's fundamental right to their relationship with a child.
